THE ROLE

The Youth Offending Service has an exciting unique opportunity offering a role that supports the development of a sustainable local social enterprise that will give disadvantaged young people 16+ the opportunity to build relationships and establish work ethics, whilst being supported to overcome barriers that can result in them failing to obtain or sustain opportunities that lead to training and employment. As a coordinator, you will be responsible for managing and working alongside a group of young people as they undertake assigned tasks that could involve manual work/gaining a trade in addition to liaising with local partners to provide this group opportunities to develop employment skills. Drive and direct the delivery of the Skill Mill service, including the work programme and activities that Skill Mill trainees will be undertaking.

 

Key Accountabilities and Result Areas:

 

Key Elements: Participate fully as a member of the Youth Offending Service, seconded to the Skill Mill:

 

Main purpose and scope of post:

 

  • To receive and process applications from YOS Officers for potential trainees for the Skill Mill Project.
  • To set up interviews in liaison with the YOS Officer for potential trainees providing them with interview experience.
  • To provide taster events for potential trainees to ensure suitability for the project.
  • To identify and confirm post for trainees and ensure appropriate/relevant training is offered to support them in line with Health and Safety regulations.
  • To source and secure paid contract work with companies in order to promote opportunities for trainees.
  • To agree and liaise with companies to ensure successful delivery of contracts.
  • To supervise trainees as they complete work and ensure that it is of a required standard.
  • To promote the work of the Skill Mill with local companies with a view to obtaining work opportunities.
  • To carry out tasks that are in scope and capability of the Skill Mill trainees.
  • To work in collaboration with specialist(s) from partner agencies to meet the individual needs of trainees and deal with any challenges that may arise.
  • To promote and encourage opportunities pending the completion of the Skill Mill project for young people.
  • To liaise with and provide regular reports to the Directors of Skill Mill and the Steering Group, along with any other internal boards as required.

 

Contribute to the development and implementation of Skill Mill:

 

This will involve:

 

  • Ensuring that the project develops as required, in line with the expectation of the Skill Mill and Youth Offending Service.
  • To be inclusive of parents and carers to support trainees who are on the Skill Mill.

  • Treating all information acquired through employment, both formally and informally, in confidence. There are strict rules and protocols defining employee access to and use of the council’s databases. Any breach of these rules and protocols will be subject to disciplinary investigation. There are internal procedures in place for employees to raise matters of concern regarding such issues as bad practice or mismanagement.

 

Data Protection:

 

  • Being aware of the council’s legal obligations under the Data Protection Act 2018 (the “2018 Act”) and the EU General Data Protection Regulation (“GDPR”) for the security, accuracy and relevance of personal data held, ensuring that all administrative and financial processes also comply.
  • Maintaining customer records and archive systems in accordance with departmental procedures and policies as well as statutory requirements.

PLEASE NOTE: This is a temporary post for up to 3 months, however the successful applicant would be welcome to apply for the fixed-term post which will run until March 2024 (subject to funding).

 

THE CANDIDATE

The successful candidate will be expected to propose and develop innovative and effective plans to promote the Skill Mill and partnership activity, embedding the Skill Mill into YOS practice and manage operational delivery in accordance with local priorities and national best practice.

To be considered for this exciting position it is essential that you have experience of direct work with young people who are considered to be at risk. This will include those who are at risk of crime, anti-social behaviour, NEET, SEND, exploitation. You will possess previous experience of direct work with young people and their families ensuring you deliver high quality services and interventions.

Essential Requirements:

 

  • Experience of working with young people and helping them develop and achieve their potential.
  • Ability to apply best practice when working with young people to enable them to meet their objectives.
  • To communicate effectively with colleagues and partners to promote opportunities for young people.
  • Knowledge of Child and Youth Justice Legislation and Safeguarding Policy.
  • Knowledge of industry/trade with a strong understanding of Health and Safety.
  • Clean Driving Licence as role is expected to transport young people to and from identified work experience provisions.
  • Croydon council is committed to safeguarding and promoting the welfare of children and vulnerable adults and expects all staff to share this commitment.
  • Have a current Enhanced DBS check.
  • Full UK driving licence (3 points maximum)

  • CSCS Card

Person Specification:

 

Essential knowledge:

 

  • A relevant qualification in construction and/or a relevant trade.
  • Knowledge of Health and Safety regulations and legislation.
  • Knowledge and understanding of youth crime and ways to
    reduce this.
  • Understanding and commitment to implementing anti-discriminatory practices and equal opportunities policy.
  • Knowledge of diverse and multi-cultural communities and local need.

Essential skills and abilities:

 

  • Familiar with site management – working with site employees and managers
  • Experience of direct work supervising young people
  • Ability to work positively with young people with consideration for their stage of development alongside their complex personal needs
  • To take account of risk and vulnerability management of trainees in accordance with good practice and YOS guidance and policy
  • Ability to build positive working relationships both with fellow professionals but also the trainees and their families
  • Ability to work both independently and collaboratively
  • Ability to oversee the programme and revise where necessary
  • Effective written and oral communication with both fellow professionals and trainees
  • Ability to provide information to assist in evaluation of the Skill Mill and effective outcomes

Essential experience:

 

  • Experience working on work sites and/or relevant trade experience
  • Experience of direct work and building positive relationships with young people

Special conditions: 

 

  • Willingness to work outside ‘normal hours’ when required
  • Capacity to travel around the borough to attend sites and meetings
  • Position requires the post holder undertake an Enhanced
  • DBS disclosure which is considered satisfactory by the Council prior to employment and thereafter every 3 years
