The private sector housing team are responsible for working with landlords, agents and tenants with improving safety standards and property management in the boroughs’ large private rented sector.  This is a great opportunity for a well organised, reliable, empathetic and hard working person to join the team as an Housing Enforcement Assistant.  This role is office based, with the officer regularly is in contact with the public and supporting other officers in the team.

Summary of Role 

 

  • To be responsible for preparing, maintaining and publishing an accurate HMO Register in accordance with the statutory duty.
  • To be responsible for processing a range of licence applications, from the point of allocation to taking payment for the licence fee and dealing with enquiries from the licence holders, wider public, council officers and external stakeholders on a wide range of licensing matters.
  • To be responsible for processing public health and housing works in default from the invitation of tenders/estimates and the placing of purchase orders through to the payment of invoices.
  • To take financial payments and to be responsible for processing public health and housing notice charges and financial penalties including the issuing of a demand, raising of the invoice through to monitoring payment of invoices.
  • To be responsible for keeping and progressing own small caseload of cases and enquiries in relation to unlicensed premises, licenses, planning permission enquiries and PSH enquiries from internal and external customers. 

 

Essential Requirements for this post

 

  • Grade 4/C or above in English and Maths GCSE (or other Level 2 knowledge/equivalent)
  • A good commitment to a professional career or public service.
  • Working knowledge of Houses in Multiple Occupation, Discretionary Licensing schemes and of local authority licence processes.
  • To have a good understanding of the Housing Act 2004, Housing and Planning Act 2016 and other housing, public health and environmental issues relating to the work of the team including works in default, charging and fee
  • To work as part of the team, liaising closely with and providing a range of advice & assistance to the Housing Enforcement Officers, Environmental Health Officers, and the Private Sector Housing Manager and Head of Service to ensure the effective operation of the Councils PSH and licensing function.
  • To be responsible for updating and interrogating internal or external databases and producing management reports for PSH Manager/Head of Service on the work of the wider team.
  • When new IT systems are implemented, devise, update and implement new administrative procedures and provide guidance and support to staff on their best use.
